6.4.5 Empty Records

It is not permissible to include empty records in a message created in this part of the RDR standard (see also Clause 6.4.8).

Records whose first character is the hash symbol (“#”, Unicode U+0023) shall be ignored by automated ingestors. These Records are included solely to aid human readability.
